Write custom LROs for google-cloud-container-v1 #3769

This issue can be closed when the google-cloud-container-v1 crate includes LROs for RPCs returning Operation
Background
This service has LROs that do not conform to AIP-151.
We have features to implement custom LROs, developed for the Compute library. They require a small amount of hand-crafted code in the client library, and some configuration in the .sidekick.toml file.
