Feature Request: Add Win64 ARM wheel target

Hello,

Can anyone please add a wheel for Win64 ARM? It became more and more popular and it would help a lot.
I am deploying on a CI server and, due to missing wheel, seems that I need Visual Studio tool dependency to build watchdog, which takes a huge amount of time to install.

If I understand the setup.py correctly, the extension module is only built on macOS, so the Linux and Windows wheels are actually all identical and contain no extension modules. It would be better to replace all of them with a single pure-Python wheel.
