Footnote popups near the bottom of the page are cut off #2203

Description

Steps to reproduce

Some books jump you to the end of the chapter/book to read footnotes and then link back to the text location. I was reading a book today that has 'popup' footnotes that appear when you click on them. Clicking on it made a small popup appear with the text inside, corresponding to where I clicked (i.e. clicking slightly right on the asterisk moved the box slightly right, etc.).

Expected behavior

The footnote should be fully on the visible screen.

Actual behavior

As it was in the last couple lines of the page, the footnote popup was mostly off of the page. I could only see the top line or two of the footnote.

Other details

This is with a paginated reading mode. On Scroll, you can just scroll down and the footnote scrolls with the page.

At the least, the full popup should be on screen in either mode when clicked.

The ideal solution may be a universal footnote popup that doesn't depend on where it exists on the page, where you click, and the reading mode. A static box at the bottom of the current page would be nice, then just clicking on it or the text area would fade it away just like the moving box. But then it would always be where you expect footnotes to be (the bottom) and wouldn't depend on the reading mode.
