Description
- find v1.13 content and add conventional commit overrides
- update verbiage about otel update cadence
- add check for pr title lint to ruleset
- sync workflows over to release/v1.12

cleanup old backport labels - make issue for adding slack auto notifications
- make issue for improving helm release process?
- make issue for fixing homebrew release process?
- remove release-notes.md in favor of gh releases and changelog? can we use the changelog file directly?
- pin new workflows
- revisit updating-otel doc
- update release please workflow to v5+
