prometheus.exporter.oracledb to build the upstream exporter with go-ora Oracle driver

We'd have to upgrade the version of the upstream exporter (done by #6008) and to build Alloy using the goora build tag. We will need to make sure this is not a breaking change and that the connection strings still work.

Use case

Building with Go Ora would mean that Oracle Instant Client Basic is no longer needed. This feature request is an alternative to #4153, which can't be done due to licensing issues and due to the issue of expanding Alloy's docker image footprint.
