Support more secure FIPS endpoint

Would like to see Athena support the FIPS endpoint (TLS 1.2 or higher) to expand use of Grafana to include data visualization / analytics involving PHI (protected health information)

Describe alternatives you've considered
Currently only able to look at aggregated values and this limits use of Grafana
