Missing release notes for Loki 2.9.16 and 2.9.17 on the website

https://grafana.com/docs/loki/latest/release-notes/v2-9/ is missing the release notes for Loki 2.9.16 and 2.9.17.

To Reproduce
Steps to reproduce the behavior:

1. Go to https://grafana.com/docs/loki/latest/release-notes/v2-9/
2. Look for the release notes of Loki 2.9.16 and 2.9.17
3. 2.9.16 and 2.9.17 is missing from the list of releases in the release notes

Expected behavior
Release notes for 2.9.16 and 2.9.17 should be on the web page

This is the same as #19933 , but for Loki 2.9 instead of Loki 3.5
