We use golangci-lint v1 in CI. v2 has been out for a while, but it has quite a few breaking changes that have to be addressed, so it must come with a major version bump of plugin-ci-workflows.

It's important to keep golangci-lint up-to-date to avoid discrepancies between local (usually latest version) vs CI output.
