Make `registry` required in `push-to-gar-docker` action

We should explore the possibility of making the registry input required when calling the workflow. This way even if we change the registry at some point we know it's not going to break backwards compatibility.

If we fix #96, would this not be needed? When users are pinned, changing the default won't break things.
