Create release notes for 3.1 #7780

Create draft release notes for Tempo 3.1.

Tasks:

• Check the release-notes-workflow to see if there are updates that are needed (Update the release notes workflow in Tempo #7776)
• Verify the changelog entries generate correctly for the draft 3.1 release
• Generate draft release notes
• Add any ancillary docs as required.
