[2023-11] Ensure governance docs cover GraphQL over HTTP and that it's discoverable

GraphQL Foundation now has multiple specs, and we want to make sure it's easy to find all of them. We also need to make sure all of the governance docs are accurate w.r.t. the GraphQL-over-HTTP spec (which is probably fine, but worth checking).

Assigning to @leebyron to assign to the relevant person to do this (or detail the steps/subtasks required).
