The ability for a users to leave a recommendation for a product/voucher.
these recommendations should be visible on the voucher/product page.

Attestation: From (address) Comment(recommendation) Stars (out of 5) To: (voucher or any address)

Note that the Voucher Declaration Data can be considered an attestation from the creator about their own voucher.

Certificate Security
Acceptance: The certificate must be accepted by the voucher issuer to be displayed
Counter attest: The voucher issuer can also deny the attestation with their own attestation
Revoke: The certificate issuer can revoke an certificate
