Netclient on Windows doesn't respect DNS on/off setting

On Windows, Netclient version 1.1.0 always sets itself as DNS server.

This happens regardless of whether DNS is enabled for the device on the management server.
The DNS also doesn't work in either case, leading to completely broken DNS resolution for any Windows server that updates Netclient from version 0.30.0 to 1.1.0
