Can't get Snipe-IT to connect to MariaDB

i have tried for 6 hours to get Snipe-IT to talk to MariaDB and i need help. i have docker desktop on windows. i installed Snipe-IT with the below yml. i installed MariaDB ands created the databases via command and verified they exist. still get the database error on the pre test. i would be very appreciative of any help. i hope this is the right place to ask.
