Describe the bug
If "Name Display Format" in Localization is set to "Last name First name", than ordering by name should organize the users by their Last name. Currently it's still organized by the first name and that makes it useless in countries that don't follow the western name order.
Reproduction steps
- Set "Name Display Format" in Localization to "Last name First name"
- Try to order users by Name

Users should be organized by their family name
