Not Sure if Bug - Emails no longer show as "CC"

What happened?

Hi,
I've just upgraded to 8.3.7 and have just checked out an asset to a location.

On previous versions, this would send the location manager an email and CC myself.
This would show as:
To: "Manager"
CC: "Me"

However today, it's sent two completely separate emails.
Email 1:
To: "Manager"

Email 2:
To: "Me"

Is this by design or is it a bug? I've had a flick through the code changes and it seems to be part of this commit -but based on the issue description, I'm not sure why this change would have been made. 00e8fd0
