Update contributing web guide after Navitia removal #976

Describe the bug
The main project webpage has a contributing guide describing how a new provider can be added. What I learned from release notes is that Navitia API got shut down, therefore if I understand it correctly, the guide has to be updated significantly as it's mainly based on contacting the official Navitia host in France. What is the preferred way now? Self-hosting? public-transport-enables is also not very descriptive either. I think the guide should contain the new preferred way to get GTFS into the app.

Expected behavior
Clear, up-to-date guidance on how to add a new provider using GTFS.
