Rework fraction gen/fuel from NERC regions #5
Description
Because NERC changed their reporting requirements in 2017 I couldn't just use previous year data and percent of generation from annual plants in each state to each NERC region. But now that we're working on 2018 and have the 2017 data I should be able to change this.
