mu-dev-level doesn't decrease

Describe your issue

When tasks are deleted, karma is reduced but level doesn't go down. If I had gained enough karma to get into level 2 and I later delete those task submissions, my level doesn't go down.

Steps to reproduce

1. Submit tasks on discord and avail karma points
2. Get into level 2
3. Delete the task submissions
4. Check level in profile

What was the expected result?

Level to go down according to the karma

Level didn't go down from level 3 to level 2 due to the existing issue #1489 .
The levels should decrease as the total karma decreases. But the levels now depend on the status in mu voyage and karma history. So, the levels won't decrease as long as #1489 exists.
