Dead Link in Documentation (Groups)

Description
The User Management page of the official documentation has a section on User Groups here with the instruction:

See Groups for group-based management.

However, the link gives a 404 error.

Expected behaviour
See documentation on user groups.

What is happening instead?
404 error

Additional context
I can't find any way to setup user groups. Was the documentation removed because it's not implemented?
