Categories as tags

This is just an idea: first the categories appeared to me like a tag and I thought, that eventually there could be more for each attachment.

It would be actually nice to have such a functionality, having rather tags than categories, that more than one could be added to each attachment.

The project started off to add a category to each attachment to be able to export attachments to a file management system. The currently one-an-only category is stored in one added field of redmine's attachment database. If I would enable a plurality of categories (tags) - then where would you place the tags without cluttering an attachment view?

I created this issue more as a reminder, because I eventually have a use case, where I needed two categories for an attachment. But when one needs two, another one needs three, etc.. So I thought to evaluate, if this could turn into something like "tags". @jkraemer might have an idea, but right now this is really just idea level. I do not need this for now.
