Use `syft scan` instead of `syft packages`

The "packages" command for syft is deprecated. Running dl_docs.py results in the following warning:

Command "packages" is deprecated, use `syft scan` instead

This appears to be a simple substitution (see paketo-buildpacks/libpak#351 for example)
