Optimize openssl3 binary

By upgrading to openssl 3.0.13 literal years worth of development have been added to this project. 

There's probably a lot of modules (described in openssl/INSTALL) that we want to disable now to reduce binary size, especially for universal APKs that contain 4 libraries for each architecture.
