Canonical agent guidelines live in AGENTS.md (shared with Codex). They are imported below so Claude Code loads them as project memory — edit AGENTS.md, not this file.
Claude inherits the Evidence-First Work rule from AGENTS.md: read the actual source, adjacent modules, call sites, configs, and tests before making modifications, concrete suggestions, deletion/refactor recommendations, or architecture claims.
