trying to display link local ip gui with touchscreen

Is it possible to display a link local IP (169.254.11.43) address GUI ?
I am trying to link to a Victron GX device whilst offline. Laptop can connect to link local IP GUI perfectly fine whilst offline.
FullpageOS will open IP (192.168.50.8) address when the Victron GX device is online but will not connect to the link local IP address whilst offline.
Am I expecting something not supported? or can something be modified?

I am not sure what you want to do. if you want to open a browser to a url that is not connected to anything you an do this:
