update our contributor guide and link to the main readme
Add clearer instructions. Since this is not a development project, but rather a data management project, contributors might not need to fork the project and ideally they will be able to use the github UI to do all their work. We also might want to make it clear that data should not be added directly to this repo, but instructions will be provided on a case-by-case basis (possibly varying based on data size) on how/where to deliver/upload data.
