Submitted workshops not appearing on pending calendar (apart from one?)

Describe the bug
I submitted a workshop with an impossible timeframe - start date in August, end date in July. It doesn't appear on the pending workshops. Workshop title was something like "How to Quality Check an Application"

To Reproduce
Steps to reproduce the behavior:

1. Go to (https://test.workshops.library.gwu.edu/workshops/new)
2. Enter in all required fields and under Start time select a date, then for end time select a date prior to the Start time (ex: Start time is August 5, End time is August 4).
3. Hit Submit button
4. Go to Pending Workshops and look for submitted workshop

Expected behavior
I would expect to receive an error prior to submission indicating that the end date must occur after the start date.

I changed the title to be more capacious - it's not just impossible timeframes, it's all workshops (but one? see below)

In talking with Daphna, we realized that apart from one workshop ("Inclusive Teaching Certification - Workshop 2"), none of our submissions are appearing in the View Pending Workshops (https://test.workshops.library.gwu.edu/workshops/pending) view. We couldn't tell what about Workshop 2 is making it show (options selected, etc.)

However, we can see that they're in the system somewhere. If you go to Propose a New Workshop Track (https://test.workshops.library.gwu.edu/tracks/new), you can see submitted (but not approved) workshops to select as options to go within a proposed track.

I just took a quick look at the backend and it looks to me like the only workshop with a valid time range is the one that is showing up, so it might just be the impossible time issue?

"how to propose a new workshop" starts on 7/23 and ends 7/22, so that's not possible

"how to quality check your workshop app" starts 8/1 and ends 7/22, also not possible

"getting students to do the reading" starts 7/24 and ends 7/22, also not possible

"inclusive teaching workshop 1" starts 7/23 and ends 7/22, also not possible

So if you can try proposing a few others with valid time frames and seeing if they show up or not, that'll be helpful info for me!

Of course, thank you for looking at the backend! Should I change the title back on this issue to "impossible timeframe"? My workflow + expected behavior still stand, we shouldn't be able to submit workshops in the past and the app should flag that as an error and prevent submission (if possible!).
