feat(scanner): migrate nuclei to SDK native JSON output

Move nuclei execution from external binary invocation to the Nuclei SDK and emit findings through nuclei/pkg/output native JSON writer for stable structured results. Also finalize backup scanner JSON-first finding emission directly from package-returned URLs.
