add test cases for `worflow_info` from `to-workflows.csv`

Currently, we have all test cases in to-workflows.csv file. Repos from that file will be pulled from GitHub and processed, which will takes longer than simple processing by workflow_info. Moreover, workflows in the tested repos itself may change, and test will be irrelevant
