[Card Grants] Add toggle to freeze grant card if card's un-uploaded receipts exceeds configurable threshold

Per @qcoral 's request, enable an option to lock a grant card if # of receipts not uploaded on grant card exceeds certain threshold.

I believe card locking already handles this at a user level, and it's going live tomorrow #14558. Is there a use case for doing it at an individual card grant level?

This was a thread on slack but I believe part of the reason is to prevent fraud on an Organization level. By locking (read freezing) a grant card this forces users to upload receipts on their grant card, so that the Organization can maintain their own stricter fraud checks.
