[Stripe Authorization] Block FAWRA*

We're finding that FAWRA PAY is largely used for fraud (to exfiltrate money).

While it does have some legitimate use cases at real merchants, most transactions occurred outside of FSOs (HQ Satellites), and this ban has been requested by HQ.
