DEV - Blank Map Zoom Reset Behavior Change

Overview

We need to change the map zoom reset behavior such that we only reset the map center and zoom levels when the user clicks "Confirm", otherwise allowing users to modify their form fields until they are satisfied with their selection and avoiding mis-clicks and annoying load times
