Create Doc for how to create issues and how to send issues to the Dev team

Overview

We need to have a doc that details the process for creating new issues on the project boards. This process is now slightly more complex since we are working off of multiple boards within FOLA.

This should also include how to send Design issues to the Dev team.

Action Items

• Create workflow for issue creation (note what to do if issues are re: Bugs).
• Share with Leads/ PMs
• Share with team and offer to train if needed
• Create templates for issue creation
