Design: Add warning content to Organization Form

Overview

We need to add warning content to the Organization form, so that when you are validating or approving a validation, that you know why you can't approve it, or submit it.

Details

• Double check to see if you can submit, if the confirmation checkboxes have not been selected

Requirements

• that the wording is accessible. The current tooltip has a gray background and warning message generally are red, and might not work there
• How will we distinguish between permanent tooltips and warning tooltips, will they combined into one tooltip? Will there be two pop-overs

Action Items

• Write draft warning messages
• Decide where warning message should show up
• Mockup
• Share mockups with Product and Dev for signoff
• Revise as necessary
