We need to make sure the PD repo READ.me is up-to-date and can easily on-board new team members.

Action Items

• Once @fyliu has revised the mkdoc:
  • Review existing READ.me
  • Outline sections needed
  • Collect information
  • Draft new READ.me
  • Check with team before posting
