Dev: Change font color to Navy (#0f2940) for all text elements mentioned

We need to change the font color to Navy (#0f2940) for all text elements mentioned below so that there is consistency

Where text is NOT currently navy

• Navy #0f2940 is used for all text elements in the app except for
  • Filter/Sort overlays #000000
  • https://tdm-dev.azurewebsites.net/register "Already have an account?" #979797
  • https://tdm-dev.azurewebsites.net/forgotpassword "New user?" #939393
  • Edit Submission Status Modal (reached from https://tdm-dev.azurewebsites.net/managesubmissions) has 3 colors, #000000 for field names and #474747 for values and "Admin notes", black for universal and date selectors
  • Submission log modal (reached from https://tdm-dev.azurewebsites.net/managesubmissions) uses #474747
  • Checklist has 2 fonts colors, #474747 and #000000 (change #000000 but leave #474747 intact for now)
  • Terms and Conditions, text at top "Grey;"
  • My Projects page "0 Projects Selected" #002e6d and disabled states of Print, Visibility and Trash

Action Items

• Assign yourself to the development issue.
• Move the development issue from the Prioritized Backlog to In Progress.
• Make the changes to code
  • DO NOT use the hard-coded text color, you need to reference the theme color colorText so we can assure consistency of the text colors, even if it needs to be changed in the future.
• Create a PR, if applicable.
• Create a new slide (or edit one if it already exists) in staging and add the before and after images
• Once the PR has been approved, use it to close this issue. If there is no PR is associated with this issue, close this issue after lead signoff.
