Product: What color should the close 'X' on modals/tooltips be?

Overview

We need to figure out what color the 'x' icon for closing tooltips and modals should be so that users don't think they are unavailable options and that is consistent with the rest of the site navigation

Details

In application we use gray to indicate that a function is not available

Yet, we are also using a gray 'X' on modals.

We are also using the gray on tooltips

Which color should it be?
Color Options:

• Dark Navy (#0F2940)
• Dark Blue (#00122B)
• Navy Blue - Primary (#002E6D)
