Update wiki pages on project info

Overview

The wiki pages for the project info is outdated. We need to update it, so developers won't have to spend extra time researching how everything works.

Action Items

• We are currently in the process of moving the old wiki to the new website-wiki repo, so we will not be making any changes or additions to the old wiki at this time. Thus, we will be adding wiki content through a different process now. Read How to Contribute to the Wiki
• This wiki page has the old details of how we do the following. Please update:
  • Update the tool section to reflect that it works the same way technologies does now.
  • Remove "Open Roles" section, we don't display that anymore.
  • Add "Value Card" section before the Resource Card section with a description similar to the previous sections
  • Comment out "Getting Started" panel related sections 8, 9, and 15 (we might want to bring it back in the future)
  • Ensure that the sections are correctly re-numbered after making the above updates
  • Add "ready for dev lead" label to this issue and move it to the "Questions/In Review" column

Hi @xnealcarson, thanks for writing this issue. Your overview looks good, I think we need to expand a little bit on some of the action items. Since this is a medium issue whoever's working on it will need to do a little research themselves, but we should give them a bit more guidance on on what needs to be changed:

• Add value card: this is a new card that is not on all of the project pages yet. Add a little more explanation so it's clear they need to add another section to the Wiki for the Value card with a description similar to the current sections 1-12. This section can go right before the Resource Card section since that's where it appears on the project pages.
• Be more specific on which "Getting Started" sections need to be commented out, it looks like it's the current sections 8, 9, and 15. They'll also have to make sure the sections are re-numbered correctly afterwards, this could be a separate action item at the end or part of this one.
