only guess oxistates when containing need_oxi featurizers

Whether to add oxidation states or not is now controlled by AutoFeaturizer argument guess_oxistates which is by default True. But if none of the featurizers actually need this, e.g. the preset "fast" which is often used, we can skip this procedure even when guess_oxistates is True.
