Sprint on moving frontend to next-based app.

The exported create-react-app is so messy and already hard to maintain. Sprint on getting next.js app running in /app2 and see if we can somewhat easily move over the front end. I think long-term it will be easier to maintain, and probably take overall less time now to get packages up to snuff.
