skater: clarity based on common troubleshooting

- WinRAR causes skater to fail (lol)
- Let people know that probably something is wrong if the exploit is still unsuccessful within ten attempts
- Clarify that there is only one language setting on JPN/KOR consoles, but that users should still open system settings (to trigger a reboot)
- Add winrar notice to key-info
