New Feature: Dark Mode

Add a dark mode/light mode toggle in the top right of the top navigation. Default mode should be light mode. Clicking the toggle should alternate between dark mode and light mode.

Make sure you also consider how you will render the markdown component in the issue details page in dark mode, as this might require a little extra planning and thought.
