apps/autoscheduler fails for pipelines with `define_extern()`

Any pipeline that contains `define_extern()` will fail at autoscheduling with `Extern Func cannot be converted into Stage`. 

@abadams said in Gitter: "I think we can work with define_externs by just forcing them to be compute root, but it would require non-trivial new logic in the autoscheduler."
