monitor external harmony nodes using prometheus metrics collected from pushgateway #598
Description
The upcoming release will enable pushgateway support of prometheus metrics on all harmony nodes, including internal and external. We need to create new grafana dashboard to keep track of external nodes.

- node version
- number of blskeys per node
- number of signatures
- number of bingo
- block number
- sync state
- view change state
