time estimate: geocoding

just so we have a general idea, please provide a time estimate for this:

1. user defines (or we find based on a known list) field name for street address
2. the system geocodes that address (the municipality is known)
3. the csv/xls file is converted to a GeoJSON with the calculated coordinates
