Event target field is displayed empty even if it has value

Problem description

If user opens existing policy and selects particular block that should have event target, he isn't able to see it in the Target field

Step to reproduce

Steps to reproduce the behavior:

1. Import iRec4
2. Select save_application_status(approve) block
3. Switch to Events tab of the block
4. Check any output event Target field

Expected behavior

User is able to see the Target block in the field

Actual behavior

Target fields are clear. If user tries to open the dropdown, Target block became visible
