Add Tooltips to Improve User Experience

Problem

Tooltips would be a great addition to various sections throughout Hashscan. I see that Staking UI has some added but for example, the Account section could also use some. As people onboard to Hedera and use Hashscan, some terms may not be as easily understood by beginners when exploring an account, contract, topic, or token section.

Solution

I suggest reviewing the UI and identifying properties that can benefit from adding a tooltip.
areas to look into:

• Accounts/accountId
• Tokens/tokenId
• Contracts/contractId
• Topics/topicId
  The above sections are from a user's perspective visiting a specific accountId, tokenId, contactId, or topicId.

Tooltips should be added to testnet, mainnet, and ideally previewnet.
