Verify Ledger File 0.0.101 & 0.0.102 has correct IP/FQDN for service endpoints and certificate information

Mirror Node and Ledger Address Book populated correctly with service endpoints, what does this mean? what is needed to get there?

• use passed in domain name if passed in

• use reserved static load balancer IP addresses if passed in

• could use solo account update logic to change address book for service endpoints after network is created to get non-reserved static IP addresses

• options for running locally? running locally is priority 2, the ones listed above are priority 0

• requires Production Readiness: Dynamically construct the genesis-network.json and add it to the values file to be used during network deploy #949
