Description

This PR upgrades various dependencies and updates the changelog for the v1.91.2 release.

Upgrades:

• stretchr/testify from 1.10.0 to 1.11.1 (supersedes Bump github.com/stretchr/testify from 1.10.0 to 1.11.1 #1202, release notes)
• golang.org/x/sync from 0.16.0 to 0.17.0 (supersedes Bump golang.org/x/sync from 0.16.0 to 0.17.0 #1210)
• golang.org/x/time from 0.12.0 to 0.13.0 (supersedes Bump golang.org/x/time from 0.12.0 to 0.13.0 #1211)
