Set a distinct user agent header on Registry HTTP client

Problem Statement

I've observed that terraform-ls HTTP requests to Terraform Registry have a user agent header of Go-http-client/2.0.

I recommend that terraform-ls requests set a distinct user agent header for each release, such as terraform-ls/{semver}. This will help operators of upstream HTTP servers to identify traffic that originates from terraform-ls.
